The first step would be to file a Form 10 with the SEC to become a SEC reporting company, they would of course then need Audited financials to become SEC compliant. At that point they would become OTCQB, which is today's equivalent of the OTCBB. There are no PPS requirements for this move.
Step by step where accomplishments can be seen is the way to go. None of this will happen in the near term. Getting audited Financials and SEC approval for the form 10 takes a little over a year, in most cases.
