Yes, I did say that. Unfortunately, it did not occur to me when I wrote it that the word "tool" carries negative connotations in that type of context. "Implement" would probably have been a better choice of words.

Either way, I believe that based on Scripture (not conjecture) it is true that God used Hertzl to advance His plan for His people the Jews. God did not "cause" Hertzl to advocate Zionism, He just used it for His own purposes.
