The Holy Land was given to the Jewish people on the condition that they observe the Torah and its commandments. When they failed to do this, their sovereignty over the land was taken from them, and they went into exile. From that time, we are prohibited by the Torah with a very grave prohibition to establish a Jewish independent sovereignty in the Holy Land or anywhere throughout the world. Rather, we are obligated to be loyal to the nations under whose protection we dwell.

You are referring to the Abrahamic Covenant, a covenant by God with Abraham as recorded in Genesis, chapter 12 and expounded upon in chapter 15. If you will read it carefully, you will first note that although the Covenant was with Abraham, it was unilateral -- one-sided. Only God was obligated under this Covenant and that is why it is often referred to in the rest of Scripture as a "Promise" by God rather than a Covenant, which it technically is.

In it, and in the later Palestinian Covenant which elaborated on it, God promised Abraham eternal ownership of the land by Abraham's descendants through Isaac and Jacob (Israel). That is why it is called "the Promised Land". While the ownership of the Land was eternal, the right of any particular generation of the descendants of Israel to actually live in and enjoy the benefits of the Land was conditional upon their obedience of God's Commandments.

Israel repeatedly and continually was disobedient to God and rejected His authority over them, therefore He drove them from the Promised Land where they had been residing. This began with the Northern Kingdom (Israel) in the Assyrian Captivity which was followed by the Babylonian Captivity in which Judah was also evicted. Finally, in their ultimate apostasy, they rejected their rightful Messiah and King, Jesus, and God dispersed them all over the earth, just as He had told them He would do.

But He has also promised through many of the prophets that "in the latter times", He will return them to the Land, never to leave again. That regathering began in 1948 with the rebirth of Israel -- a nation that was uniquely "born in one day" (see Ezekiel's Dry Bones Prophesy)
