pps to low to get off pinks?

I didn't see any monetary minumum standard on the otcbb website or form 15c2-11. Is the low market cap or shareprice, as a deterent, a rule of the otcbb exchange or a function of reality?

It reads to me, that if the forms are filled out correctly, you need to make the financials public. 15c2-11 form is the form used, and I see no mention of Market cap or shareprice.

Am I missing a citeria to get to the otcbb?
