That quote is kind of "murky".It is true but it makes it sound like a long series of processes.

What is not said is the speed at which they are now able to complete those processes which has been increasing rapidly.
(there is a learning curve here)

This is one of the last "Ducks in a row" that are being put into place for a smoother run through the FDA.

You don't want to go through the "learning curve" while in the middle of the FDA process.
