BCBS did that in MA with Partners Group about 10 years aga. Partners Group has Mass General as one of their Hospitals. They conspired with Partners that they would get the lowest rate so Partners raised all rates and just gave BCBS the lowest. It cost us close to a Billion over 10 years in higher insurance premiums.
