Cloud, you actually should be able IMMEDIATELY to use whatever capital any sale yields. I've done it many times myself.
The sole proviso (it's not a "catch," just a requirement, at least at E*Trade, but, I imagine, elsewhere, too) is that you then NOT turn around and sell THOSE NEOM shares (or any other shares thus acquired) prior to the end of the "T+3" period established by law for freeing up sale proceeds.
