The only simple answer to your question that I found is that it is not a process of liquidation, it is only a first distribution of available assets, showed on this plan. There is probably much more than 14B of difference. The gap is closer to 150B (difference between BS and State of Estate) probably filled with different types of assets with differents times and chances of recovery.
