I share your wonderment--that there are many CPOW shares for shorting available at IB would ordinarily indicate that there is no organized group of short sellers--and yes the stock is so small there are certainly many which are more attractive for shorting--
If I had to bet I would bet (a large amount, too )it is the original pumper of CPOW--he is intimately familiar with the company, the intentions and plans of the company, knows "insiders", employees, who may be innocent chatters talking to an old colleague, he can talk to as to what will happen when, certainly has the money to buy/short enough to truly move this stock and he can make 100k to 400k in 3 days, it is just so tempting --he can totally dominate and manipulate this stock in this way and it is perfectly legal
