My thoughts exactly. If SUGO hired a professional to work on the permits, they need to pay him/them and someone posted that happened last summer. However, I don't see anything to confirm that.
And of course the CEO would want to be paid but SUGO doesn't have the cash so he would have to do his own research to assure himself that the permits can be obtained if he was going to accept SUGO shares for his efforts.
