No it does not, what matters in crap like CDIV is who has the paper and who and how much is being paid to promote/sell the paper.
Here the paper has been dumped and the promo is done. Maybe a year or two down the road it will be pump and dumped again, by then the price could be .001 or lower though. Perhaps they will just kill the stock and not pump and dump it again.
