square with your current clarification:

"I mean union protection against arbitrary and unfair management action. Of course, some workers trust management to always do the right thing" ?

Why should any worker trust management to always do the right thing? That's what retaining the freedom to find another job is for. Some self-appointed spokesperson allegedly speaking on behalf of workers assert that workers should trust the union (another form of management) to always do the right thing. The result is slavery. Slavery is the lack of freedom to find alternative (better) employment.

Union organizing against the government as the employer is all the more puzzling. Why add yet another layer of bureaucracy?
