Spencer, as an intervenor, gets the transcripts (and other written material) at the same time the PUC webmaster does. At that point, it is public information, and Spencer is legally free to share it with whomever he wants.
If you wanted to drive to the PUC and get a copy, you could. It is a public document. They are on Fruit Street in Concord - knock yourself out.
Instead of waiting a day or 2 for the webmaster to post stuff, Spencer is willing to send it to folks now. If you are stubborn enough to not want a copy until that is posted, or if you would rather drive to Fruit Street and pay by the page, that is your business.
However, Spencer has it, is well within his legal rights to share it, and has generously offered to do so. I would think the response of most folks would be "thank you, I would love a copy so that I can evaluate my stock investment ahead of an easily accessed public release", but apparently not everyone takes that view.
