I spoke to Dr. Brock about your post and he laughed: he sais the simplest of test will disprove that statement as fiction when refering to a diffuser augmented wind turbine. Take a funnel with the large area facing the wind and the small opening opposite, air can be compressed slightly, now put a set of rotor blades in the path of the incoming wind, all the wind will spill out, now turn the small opening toward the wind the diffuser will pull the wind into the small opening. Water can't be compressed at all. Try it and get back to us, funnels are inexpensive.
