Alright, I think I have figured this out. Re-read the article again.

Regina, SK—Clean Power Concepts Inc. ('Clean Power' or, the 'Company') Over-The-Counter Bulletin Board: CPOW, whose subsidiary, General Bio Energy Inc. ('General Bio') is an emerging producer in the bio-fuels, renewable energy and eco-friendly biodiesel products industry, announced Dec. 17 it has acquired rights to significant Licensed Technology patents for use at its production facility.

The article doesn't say the CPOW filed patents or obtained patents. It says they obtained rights to use the technology covered by those patents. BIG DIFFERENCE.

It is questionable whether obtaining the rights to use a patent falls under the guidelines of SEC 8K.

If someone thinks this data should have been the subject of an 8K, send them an email. I have been emailing for weeks pleading for them to get a professional IR firm - I could use the help convincing them to do so.
