The cancer isn't likely to be removed by a civil action for damages against entities that probably have little to lose - and can move on down the road and set up shop again. This is similar to the drug trade: as long as such big $ can be made with these raids, someone will be out there to do it. The answer, IMO, is on the enforcement end, where punitive measures can/should be employed. I, personally, don't think that drawing and quartering is unconstitutional.
