Yes, she can make discovery limited in scope to just certain people, places, times and/or unlimited discovery and IMHO with ALL of the fraud going on here it should/must be unlimited discovery, but IMHO unfortunately she will provide limited discovery to protect the criminals as she has already done with other actions/decisions. This will still be effective but it will put many people on notice that they will be off limits, thus hindering any real settlement which has been going on for WAY to long.
