"The cost per doctor visit in China increased from RMB 14 to RMB 120 between 1993 and 2003, which accounted for 19 and 43 per cent of per capita monthly income, respectively. During the past 20 years, the role of out-of-pocket expenditures in financing health care has been rising. In 1980, personal spending accounted for 21 per cent of national health-care expenditure and 36 per cent of Government health-care expenditure. By 2001, the personal share had increased to 60 per cent, while that of the Government had declined to 16 per cent. In 2005, the personal and Government percentages were 49 and 18, respectively. Low use of health services and the high price of health care are related to inequity in health-service financing and in health status, as evidenced by WHO findings and other research."
