You just pointed out another neat point. Remember Jeff's goal from the beginning: that he, along with everyone else here knew fraud had taken place with QASP by Dean but he would assume control and clean it all up.

That isn't exactly legal :) If he had knowledge of a crime he had to report it. Especially of a company he is an officer of. The new guy can't just clean it up.

All the threats being made to Dean about staying out of the way or else he gets turned in? Extortion.

Wanna bet Jeff's lawyers made him add that part about contacting authorities in Oct? He's never mentioned it until today.
