A9 is 40nm now. If they can fit that dual core inside, they can fit a quad core one with 28nm.

Fit?

ARM could have done quad core at 350 nm with ARM7 cores if
they had wanted to.

The issue is the cost/power/performance trade-off vs what the
market wants/is willing to pay for.
