The parameters that were looked at were obvious ones, and would have been defined ahead of time as a short list of outcome variables to extract. Thus the notion that intensive post-hoc analysis allowed world-class statisticians to extract some counter-intuitive signal seems ridiculous."

I disagree with the rest of your post. I have an idea as to why there was such a delay, which I expressed previously. Varney has hinted at this in his email answers. I just do not believe that management is incompetent in any sense. Indeed, I just bought more.
