It looks like they are putting in a lot of effort to copy x86 features.

Exactly, the very same 'brute force' features that Patterson complains about in his diatribe, e.g. the existing ARM core is dual issue and out of order execution which is what x86 went through during the 486/Pentium/Pentium Pro transitions.
