I think you may have missed the point. The government has asked Petro/Owen to prove their assets, and answer numerous questions about the business...since they didn't, or can't...for the last SEVERAL YEARS.....they have been indited. Now they have a last chance to prove their innocents, otherwise...they are going to jail, and/or be fined....

If Owen was innocent, he would have given the governing bodies the information they were seeking all along, but he can't because it's been a scam all along. If it were NOT a scam...you'd be rich and Petro would be trading.
