China could be countering the troubles in neighboring Kyrgyzstan with the drafting of new SCO documents. These documents would make certain situations on SCO territories the problem of the member states in what looks to be an attempt to diminish outside interference.
SCO member-states include Russia, Kazakhstan, Kyrgyzstan, China, Uzbekistan and Tajikistan.
"Moreover, an agreement on cooperation between the SCO member states in view of new challenges and threats to our security is to be drafted for the summit," Vitaly Vorobyov reported. This will be a "detailed document with long-term proposals on emergency situations on SCO territory" and the fight against terrorism, separatism, extremism and drug trafficking, he said.
SCO NATIONAL COORDINATION DID NOT DISCUSS KYRGYZ ISSUE
BEIJING, March 31 (RIA Novosti) - The Council of National Coordinators of the Shanghai Cooperation Organization (SCO) did not discuss the problem of Kyrgyzstan, the Russian President's special envoy on SCO issues, Russia's national coordinator in the SCO Vitaly Vorobyov told journalists.
According to him, Kyrgyzstan's national coordinators and experts took part in the session. "They reaffirmed that the new Kyrgyz leadership intends to comply with all international obligations of Kyrgyzstan," Vorobyov said.
"The Kyrgyz government is being formed, however, the country's role in the organization will not be diminished," he noted.
The SCO will release the Kyrgyz authorities from participation in the SCO summit preparations to let them solve domestic problems, Vorobyov stressed.
In his words, the Council of SCO National Coordinators focused on preparations for the summit of the organization in Astana (Kazakhstan) scheduled for July 5. The heads of state are to adopt an important political declaration reflecting prospects of SCO activities and key international problems, in particular, the situation in Central Asia.

The council discussed India, Pakistan and Iran's applications for the status of a SCO observer, he added.
The session of the Council of National Coordinators of the Shanghai Cooperation Organization took place in Beijing on March 30-31. The national coordinators of all the SCO member-states (Russia, Kazakhstan, Kyrgyzstan, China, Uzbekistan and Tajikistan) attended the session.
