Shorton, would make sense to have common JV, especially with the REE which has limited processing facilities and the need to transport for processing. Both Cache and KATX have noted in their PRs the proximity to transportation and other infra-structure. Seems to me that exploration companies can be working together with agreements for their mutual benefits and the Cache/KAT cooperation could be a good example.
