They are making a case because of the manner in which the legal shares were released.

not valid RCCH shares, they are illegal, the SEC is not making a case out of this because they are "legal"


They are NOT illegal shares. The timing of the sale made the sellers criminal.

This is a victimless crime. It is a circumvention of established process, not a sale of illegal shares.

No one was hurt in the violation, there is not and will not be any redress, just fines for the culprits.
