Here are two possible reasons:
1) EXPO is negotiating additional shares with the pipe funders because of waning interest from buyers with all the scam talk going on [tweaking the feeder system] and
2) They are working through their attorneys with forward looking language that can be newsworthy AND YET not an outright lie.

You never know with these type operators. The legit banks may also be pressuring them for more cash pay downs which confuses how to pacify all the crying babies. Always interesting when these things start to unravel and speculation runs rampant. Stay tuned.
