It is my understanding that if our shares of BVIG were left restricted and the responsibility of unrestriction was left to the shareholder ,then there would have been some monetary expense incurred by shareholders during the process of unrestriction and awarding the shares in the 4 for 1 .
That is how it was explained to me.
