I would not rule out a finding of non-inferiority based on those numbers. As you know, the experimental drug in a non-inferiority analysis can be numerically worse than the comparator and still be deemed statsig non-inferior if the “bad” boundary of the confidence interval on the difference is not worse than a prespecified delta.
