OCA's agrument is that the electricity portion is above market. The RECs, obviouly, are going to cost extra, but I think OCA is saying that the electricity component alone - which does need to compete with other forms of generation - is priced above market.

Of couse "above market" for transactions over the next 20 years relies upon projections - this may come down to a battle of whose projections to use.
