I believe Japan ran a budget surplus too in the late 80's (another bubble situation). Maybe big surpluses are just the result of runaway asset inflation (bubbles). Naturally in retrospect it would look like surpluses are bad for the economy. Should the government have spent the surpluses and created a bigger bubble that would inevitably pop?
