Here's my take. As much as we wanted this today, the Board had to decide on the fitness of the application as of October 26th.

CGI could not prove fitness, as they didn't git it done before the 26th, so the Board made the decision it had to.

THAT SAID, expect an immediate refiling of the application, all of the variances that have been taken care of won't even come up this time, and approval will occur.

The Board even went as far to say the same.

Stay long and strong, next month's Board meeting will be the juice. IMHO
