Generic: that is not E Wave, Neo Wave maybe.
However I think he is saying up.
EDIT: There are many interpretations of E Wave and possibly I'm not being fair with my comment. I would need a larger chart to see a bit more of the preoceeding patterns to have a better understanding of his chart.

EDIT 2: I visited his site and it sure looks like he is promoting E Wave as his system. Like I said , I think he is expecting the pattern to go north as he has a double abc with a "c" ending in an expanding triangle.
