NOx (often written NOx) refers to NO and NO2. They are produced during combustion, especially at high temperature. These two chemicals are important trace species in Earth's atmosphere. In the troposphere, during daylight, NO reacts with partly oxidized organic species (or the peroxy radical) to form NO2, which is then photolyzed by sunlight to reform NO:
NO + CH3O2 ? NO2 + CH3O
NO2 + sunlight ? NO + O

The thing you should focus on is this from the stack test results PR:
"In other words, the process puts a high percentage of oxygen back into the air while emitting very little, if any, toxic substances during the conversion of waste plastic into usable hydrocarbon fuels."
I believe this means that I put out more noxious gas when I break wind, however this is just my opinion as I have not completed an anal emissions stack test. The results from the JBI stack test also mean there is no need to reduce the NOx levels.
Again, JBI should and will proceed as the governing body in New York State (DEC) say they should.
