IMO, I believe they are having trouble finding a broker/dealer because the OTCBB is not electronic and the MM's have to phone in the orders.

Remember that it would have to make financial sense for a Broker/Dealer(MM) in order for them to go through the trouble of filing the 211.

I don't think the company factored this in to the equation when they talked about uplisting or when they projected a timeline.
