JBI doesn't issue permits to itself. The DEC is vested with the authority of issuing the air permit and solid waste permit, subject to the time constraints set forth in its regulations. Correct me if I am wrong, but I don't recall anyone stating that someone from JBI promised a permit in seven business days. The seven day figure was someone's estimation of how soon the permit is coming based on his conversations with DEC representatives, not the company.
Assuming your "Mr. Honesty" comment is referring to the CEO, I disagree that he should be focused on his trial (I assume you are referring to the Kaplanis lawsuit). He has counsel to handle the lawsuit for him. His focus, in my view, should be on implementing his business plan. The lawsuit is an unfortunate distraction.
