Makes sense to some degree but why are providers going to month to month....contracts are on the way out. It also gets back to the fact that the large providers are a bit arrogant and short of cash as someone pointed out several months ago. They assume that users are naive and willing to put up for less for more money. The young users are not stupid about these things and they certainly aren't loyal so when their speed gets slower and slower due to facility constraints they will jump ship.
You also assume that the providers can make a couple of changes to equipment to make things faster, you might want to read up on networks and how they work, lots of $$$ and time involved. What the providers are doing now as you say is giving the perception of 4G when in reality they aren't. Since they don't have the money to make the improvements they falsely market 4G so they don't loose their base, again choosing to believe that the end users won't catch on, but they will. JMO
