I was talking to my friend today (who did the case study of wwei) and he suggested that the delay may be related to the recent wiki leak from U.S. Embassies and State Department. Apparently Clinton has been instructing ambassadors and diplomats to collect biometric information (DNA, Iris scan, etc) on foreign consulates.
