So the bottom line is that without a reasonable explanation for this approach, it's hokus-pokus?

I certainly wouldn't go that far. I'd instead say that it is a good exploratory methodology under certain circumstances just as many other protocols (including analysis protocols) are good exploratory methodologies. But not good for final approval - at least not without additional data.
