Just finished reading the document. I am of the impression that you could also argue that the valuation is conservative. For a start a 16% discount rate is pretty steep.

Regarding your comments on prices and volume, when I visited the properties, the Ch11 filling did slow down things and residential prices are rebounding on the region. So both aspects should rebound with a reestructuring.
