Agreed -- 0.50 is out of the question. It would show panic that the Fed doesn't want to display, and probably doesn't even feel. And, as you say, they need to keep some powder dry: risk of continued economic malaise, geopolitical event (war, terrorism), financial blowup (bank, insurer, emerging-debt nations), etc., etc.
