Bush and Blair want control of Iraq's oil. It is that simple.
The problem is that is a hard sell to the American and British public so they have to play the "weapons of mass destruction" card with the British and American public to get them scared and on the run.

Bush is an oil guy and Blair is from British Petroleum.
This also marginalizes Suadi Arabia. Not a bad idea considering that most of Al Queda came from Saudi Arabia.
