It's been like that for a couple of days now. The only 'problem' right now is this: only a few weeks ago EPGL got back to .0001 and in just over two weeks it went up 400%. That may scare the hell out of some traders who are cashing their profits. Hence the high volume without pps changing today.

The news will probably change this temporary situation and pps will most likely go up again.
