Someone told me that one can short penny stocks from Broad Street Trading....

WRONG!

We don't allow shorting of hard to borrow stocks. Our Clearing Firm as a very
sophisticated location system that allows them to locate anything short. The
total amount depends upon the float of the stock, and how many shares are
outstanding. This is determined by the volume of yesterday, not today.

Secondly, we don't allow people to short anything under $1, even though it can
be done Intraday....it is just too risky for the firm.

None of our traders can short a stock with more than the allowed amount.
