Simple answer to that question Burnhard83 - because the 7% that remain are still a lethal dose in those mice.

Remember - in a Lethal Challenge - the dosage is intended to be lethal, overkill. The virus is intended to overload the ability of the mouse's immune system to mount an effective response.
