Can anyone tell us why MNTA did not charge the government, or conversely, why the government didn't pay for the work? Did the govt. offer to pay and MNTA turned them down?

MNTA offered its knowledge to the government. Just like experts/professors did with the oil spill in the gulf. They didn't ask for money but wanted to help. The government didn't hire MNTA (there was no signed contract) and thus why would anyone expect MNTA to be paid? This was a very serious matter and MNTA came in and offered its services. Pretty sad that people question a company or person when they do the right thing. Maybe next time MNTA should just send the government a large bill so all taxpayers can feel better about MNTA's intentions when they empty their wallet. Ridiculous...
