It's not going down because nobody is willing to sell shares at any lower of a price. It's silly to think that there is some higher power controlling the share price.

There are 1.5 billion shares and it appears that those of us that hold those shares know that they are worth more than .0019. That's the only reason the price isn't lower. If the holders of those 1.5 billion shares thought the company was not worth anything, those shares would be getting sold at a lower price. It's really that simple!
