Scottrade Informational Ballot, Election Via Financial Institution?

I never received a return envelope to vote on this matter with either Scottrade or the voting agent. The Scottrade letter says:

"PLEASE NOTE THAT THE ENCLOSED BALLOT IS FOR INFORMATIONAL PURPOSES ONLY. IF YOU WISH TO MAKE AN ELECTION PLEASE CONTACT YOUR FINANCIAL INSTITUTION."

The letter says to contact your local Scottrade branch if you have any questions, and they told me to fax it in. If nobody comes up with any advice I think I will mail it certified to my local Scottrade Branch, but I'd rather mail it to somebody that I know for sure will process it. But after continued talking to my representative over the phone I'm not sure that my ballot will actually be processed and counted as I'm not sure they are set up to do so.

What is the best way to make sure I get my vote counted?
