Mm manipulation has less to do with what exchange a stock is on and more about the volume or liquidity of a stock. If shares are as cheap as a penny/sub penny stock and there's not much interest, for a few bucks anyone can manipulate the stock. Of course since mms have no trading fees, it's even easier for them. That, imo, is why there's less manipulation on the greater exchanges. Therefore, there may still be manipulation by mms and others until it becomes more difficult due to a shift in the aforementioned reasons. That having been said, I think this is a great move and a sign of good things to come, regardless of future manipulation (which I personally feel is less of an issue than most).
