It could be they are going to Reverse SPLIT for uplist if thats the plan. Don't know why would they DILUTE. They could R/S and do forward SPLIT if Liquidity is concerns. Authorized to issue 2 Billion means they have other plans like raise capital in the future etc? Just my thinking.
